Comprehensive Plan
The comprehensive plan (aka "Smart Growth Plan") serves as a blueprint for the city's physical development. The plan will also clarify the relationship between physical development and social economic goals. The comprehensive plan is the only public document that describes the community as a whole in terms of its complex and mutually supporting networks.
